Mix-Up Won't Delay Opening of New Missouri Jail, Officials Say

The $100 million St. Louis City Justice Center will open in October as planned but without a key piece of software that automatically folds old criminal records in with new ones, officials said. 
So for at least two months, the new jail will have to use two computer systems to book prisoners while the new software program is loaded with 10 years of criminal records and then installed to integrate both computer operations. 
'This is no way to do business,' said Jeff Rainford, chief of staff for St. Louis Mayor Francis Slay. 
'This was a gross oversight, not a needle in a haystack. It's a very basic need for the jail.' 
The $750,000 software was ordered in September 2000, but it was not until last month that city leaders noticed that it was missing from the new computer system. Chris Dornfeld, who has been working the last year as the city's director of technology, said the city can run two systems simultaneously, but keying in extra information each time a prisoner is booked increases the chance of error. 
Public Safety Director Ed Bushmeyer said running two systems would double the time it takes to run the inmate tracking system, forcing the city to use more manpower. 
Rainford and Bushmeyer said the error would not affect the opening of the jail or jeopardize public safety. 
Slay's staff is blaming the oversight on John Stoverink, information systems administrator. 
Stoverink has butted heads with Dornfeld as the mayor tries to get a new department formed that puts information technology - including Stoverink's job - under the supervision of Dornfeld, who would answer to Slay. Stoverink declined to comment.
