Hawaii Negotiating Private Prison

Hawaii's governor said Monday he intends to complete negotiation in the next three months with a private development group to build a new $130 million prison on the grounds of Halawa prison.
The new prison would replace Oahu Community Correctional Center which he said is overcrowded and obsolete.
Developers propose to build the high-rise facility at the current site of Halawa's high security unit.
'This is an opportunity for us to do something and this is why we are looking at it very seriously. This is not a done deal yet because the terms are subject to negotiation and we also have to reach agreement on what kind of programs will be involved,' Gov. Ben Cayetano said.
The governor said the private developer has no problem with using unionized workers in the new prison.
He said the state would lease and then eventually buy the facility from the developer.
