Inmates, Other Supervised Offenders Boost Kansas Treasury

Prison inmates and those being supervised after their release pumped nearly $3.4 million into the state treasury in the budget year that ended June 30, the Kansas Department of Corrections reported recently.
Those fee collections were slightly more than $500,000 over the previous year's total, and more than 400 percent over the amount paid by felons in the 1995 budget year.
'The various types of fees paid by both inmates and offenders under supervision in our community help reinforce the department's focus on offender responsibility,' said Corrections Secretary Charles Simmons.
Simmons said that inmates employed in prison-based private industry programs or assigned to work release programs paid about $2.1 million in room and board fees alone.
'A total of $425,2343 in offender fees was transferred to the crime victim compensation fund, and offenders paid $189,601 in court-ordered restitution to specifically identified crime victims,' Simmons said.
In addition, inmates pay $2 each time they report for sick call. Those charges totaled $34,274 during the period.
When inmates test positive for a drug, they are required to pay the cost of the tests. Those fees totaled $19,785.
Bill Miskell, the department's spokesman, said that the cost of the drug tests varies, depending on the status of the inmates and where the tests are conducted.
Tests on prison inmates cost about $5.50 each, depending on the institution.
The corrections secretary said that the fee policies are intended to hold offenders accountable and responsible for their conduct.
