2,000 Maine Sex Offenders Still Unregistered as Deadline Passes

About 2,000 convicted sex offenders in Maine did not register with authorities by this week's deadline, police said.
The number of crimes covered by the state's registration law was expanded by the state Legislature in 1999 and 2000. The changes, which took effect last September, also made the law retroactive to 1992.
By September 2, at least half of those required to register with the Maine State Bureau of Identification had still not done so, according to Steve McCausland, spokesman for the Maine State Police.
In time, authorities expect to contact those who failed to register using employment background checks and probation violations, McCausland said.
''We'll regroup to see if there's a better way to track these people down,'' he said.
Under current Maine law, anyone convicted of 12 different sex crimes between 1992 and 1999 must register with authorities.
The crimes covered are: gross sexual assault with a victim less than 18 years old; gross sexual assault as a sexually violent crime; sexual exploitation of a minor; sexual abuse of a minor; unlawful sexual contact; visual sexual aggression against a child; sexual misconduct with a child less than 14 years old; criminal restraint; violation of privacy; incest; aggravated promotion of prostitution; and patronizing prostitution of a minor.
Convicts who are classified as ''sexual offenders'' are placed on the registry for 10 years. They must register every year and notify police whenever they change addresses.
Those classified as ''sexually violent predators'' must register every 90 days and remain on the list for life.
Maine law does not require neighbor notification when a sex offender moves into a new area; discretion is left to local law enforcement.
While the registration deadline has passed, authorities are more interested in completing the list than prosecuting latecomers, at least for now.
