Vermont Union Gives No Confidence Vote on Corrections Chief

Department of Corrections workers have given a no-confidence vote to Commissioner John Gorczyk. 
The corrections unit of the Vermont State Employees Association proposed the symbolic no-confidence resolution at the union's annual meeting last month, and members unanimously adopted it, union officials said. 
''The employees, we really don't have confidence in his leadership and we're going in the wrong direction,'' said VSEA Corrections Unit Chairman David Bellini, a 23-year department veteran who supervises work crews in the Burlington Field Office. 
The resolution focused largely on Gorczyk's management style and some of his disputes with employees. 
Gorczyk said that he was puzzled by the vote, and said that it suggested it was time to reach out to workers. 
''It strikes me that around some issues clearly we need to have a conversation,'' he said. ''But if you take a look at our record I'm not sure where this coming from. I'm not aware of anything I've said publicly that been disrespectful of the employees.'' 
Gorczyk had some publicized tiffs with the union earlier this year, one over his decision to close the Woodstock jail and the other over remarks the union said insulted corrections workers. Gorczyk has said those comments were taken out of context. 
He believes some of the unhappiness stems from rapid growth in corrections, noting that the department had gone from an organization of 643 people supervising 7,347 inmates in 1993 to a current staff of 993 people supervising more than 13,000 inmates. 
''When any organization grows that fast and is required to go through the kind of changes we've had to keep pace, there's going to be some individuals who are upset by it and are looking for things to stabilize,'' he said.
