For the third time since 1991, a Warren Correctional Institution worker has been indicted on charges of having sex with an inmate. A Warren County grand jury indicted Norma J. Dunson, 37, of Batavia on Monday on two counts of sexual battery. Dunson is accused of engaging in sexual conduct twice during an 18-month period with Cletus M. Hines, a prisoner serving 30 years for robbery in Montgomery County. In November 2000 Tamara Welton, a 30-year-old manager of the prison laundry, was sentenced to six months in the Warren County Jail for having sex five times at the prison with a convicted murderer. 'It's strictly forbidden. Where there's a will, there's a way,' Chae Harris, a prison investigator, said after Welton's sentencing. Welton was convicted of having sex with the inmate between April and October 1999, part of the time during which Dunson is accused of engaging in sexual conduct with Hines. Dunson and Hines are alleged to have engaged in sexual conduct in a room next to the prison gymnasium between Jan. 11, 1999, and June 2000, when Hines was transferred to another prison, Warren County Prosecutor Tim Oliver said. Dunson worked as an officer at the prison until April 2002, Oliver said. In both cases, authorities examined cards, letters and telephone calls between the prison employee and prisoner after he had been moved to another prison. Welton's attorney said she and Knox became romantically involved after they worked together for a year in the prison laundry. |
