Jail Company Denies Responsibility in Florida Inmate's Killing |

A company that runs the nation's first privately operated jail has denied any responsibility for the beating death of an inmate by other prisoners. Six inmates have been charged with open counts of murder in the death of Chad Littles, 18, at a medium- and minimum-security annex across town from the Bay County, Fla., main jail. Sheriff's investigators say inmates wrongly suspected Littles had told officers where to find an illicit tool used for making tattoos. Steven Owen, a spokesman for Nashville, Tenn.-based Corrections Corporation of America, said recently that there was nothing jail personnel could have done to prevent the killing. CCA has operated the jail and related facilities since the mid-1980s. The county's emergency services office is investigating to determine if jail staffers performed according to CCA's contract. Owen said two officers assigned to the cell pod where the killing occurred conducted a routine, five-minute security inspection at 12:13 a.m. Sunday. Two minutes after they left, an inmate came to the front of the pod and said a prisoner was down. Both officers entered immediately and found Littles unconscious, Owen said. 'The best policies, the best practices are never going to stop 100 percent of all incidents like assaults of this nature,' he said. 'You have to consider the people you're dealing with. Like the saying goes, they're not in there for singing too loud in the choir.' County Commissioner Cornel Brock said he wants commissioners to take a more active role in overseeing the jail although CCA's contract is not in jeopardy because of the deaths. |
