| California Inmate Punished Nine Times For Refusing To Shave |

An Orthodox Jewish man serving a 10-year sentence for assault with a semiautomatic weapon has been punished nine times for refusing to shave. Ray Morrison said shaving his beard would force him to betray his faith, which he adopted in prison. Since he was incarcerated in 1997, Morrison, 38, has lost phone and visitation rights, been placed in solitary confinement and sacrificed good behavior points that would help reduce his sentence. The beard ban dates to 1997 -- the same year an inmate shaved his beard and managed to escape undetected from a San Diego County prison. Since then, male prisoners have been prohibited from having long hair or facial hair. That could soon change. A federal lawsuit filed by Muslim prisoners in Solano may force the state to allow inmates to grow beards, if it's part of their religious custom. 'This would be an important step toward recognizing that people in prison do retain certain constitutional rights,' said attorney Steve Fama of the nonprofit Prison Law Office in San Rafael. Officials at the California Department of Corrections disagree. Spokesman Russ Heimerich said even short beards allow inmates to drastically change appearances, increasing their chances of escape. 'This is more than just a religious freedom issue,' Heimerich said. 'It's a safety and security issue, pure and simple.' |
