Prison Officers Ground Plan to Give Inmates New Frisbees

The five offending Frisbee discs never made it into the general population at the Massachusetts Correctional Institution at Norfolk, but there is plenty of other stuff flying around between the officers and the state's prison management.
With layoffs of about 100 officers and other prison workers pending, the Massachusetts Correctional Officers Federated Union is pushing the Department of Correction to make its cuts in inmate services instead of officers' jobs. 
Recently, union president Steve Kenneway blew up over the recent purchase of five Frisbees for inmates at Norfolk. 
'They are laying guys off and they are buying Frisbees for the cons?'' Kenneway said. 
He was referring to a memo sent out Oct. 1 by a recreation officer informing shift commanders that if they see the new discs aloft in the east or west fields, that's OK. But DOC spokesman Justin Latini said the Frisbees - bought from canteen profits - were sent back by Superintendent Luis Spencer before one was flung. 
'He felt it was a frivolous expenditure. We've never had them at Norfolk and we're not going to have them,'' Latini said, adding that the Frisbees were initially ordered by a union member. 
Kenneway said the union's concerns about layoffs and its call for cuts in inmate services remain. Kenneway said he would rather see cuts in drug and educational programs than layoffs. 
Latini countered that DOC Commissioner Michael Maloney has made $30 million in cuts in the last two years without laying off officers, including the layoffs of 56 teachers, closing three prisons and $265,000 from inmate programs. 'He's done everything he can not to have layoffs,'' Latini said.
