Maine Gov. Touts Prison Bond

Gov. Angus King campaigned recently for a referendum without a particularly strong constituency - the $25 million bond for prison construction and renovations.
Speaking at the Maine Correctional Facility in Windham, the state's medium-security prison, he said a new prison in Machias, and renovations to the Windham unit, including a health care unit and a perimeter fence, will help the state corrections system run more efficiently and ultimately save money.
According to Denise Lord, associate commissioner of the Department of Corrections, replacing the Down East Correctional Facility in Bucks Harbor with a new $13.9 million facility in Machias will reduce the cost of housing prisoners from $130 a day to $85 a day.
The minimum security prison is designed to help prisoners make the transition back into the community. The existing Down East center is designed for 96 people but houses over 100. The new prison would have 152 beds.
The plans for Windham include adding a health care and treatment center. That would allow more prisoners to get their medical care on site rather than be moved to hospitals or specialty offices.
'There's a growing number of prisoners with significant medical needs,' Lord said. Building the health care unit will avoid the cost of sending security people with prisoners every time they leave the prison, she said.
Windham was built to accommodate 458 prisoners, but it houses over 580. The bond issue would not increase the number of prisoners served.
It would, however, pay for a new fence around the entire center. That would allow the prison to bring in some higher security risk prisoners who could benefit from some of the substance abuse and mental health programs at Windham.
Those and other programs are part of a shifting focus in corrections in the state, a move toward treating the causes of illegal behavior in an effort to reduce recidivism - released criminals ending up back in jail.
Convincing voters to spend money on prisons may sound daunting, especially in times of state deficits. But Sen. Michael McAlevey, D-Waterboro, until recently co-chairman of the Legislature's Criminal Justice Committee, says the money is well spent.
'Corrections has a low constituency,' he said, '(but) if we're going to make laws to make people safe, we're going to have to be prepared to build the facilities with the beds to take care of them.'
A former police officer, McAlevey said some of the state's correctional centers are falling apart. Before the state's maximum security prison in Thomaston was replaced earlier this year, he said, 'I wouldn't house my dog in there.'
Downeast is not accredited by the American Correctional Association, Lord said.
There are primarily two arguments for the bond expenditures. The first is that maintaining the current prison buildings would cost more in the long run than building new ones.
The other is that both legally and morally, McAlevey said, the state has an obligation to prisoners to 'house them and treat them humanely.'
McAlevey supports the state's efforts to build new programs around the issues of substance abuse, mental health and other issues. By doing so, he said, the state gives prisoners a 'better chance of living a normal life and not returning.'
'Of all the prisoners in our custody - about 1,870 - less than 40 are serving life sentences,' said Lord. 'Every one of those prisoners is coming back.' Better they should come back with a chance of doing well in society, she said.
Voters approved the last prison bond in 1994, to build the 100-bed Maine Correctional Institution, 'The Max,' in Warren.
