Prison healthcare reform bill moves forward

New Delaware legislation in the state Senate could mean changes in health services for the state's prison inmates.

The bill would require that the contractor handling the prison medical services submit records of inmate deaths within three days and make other records available for state audits. Failure to comply would be considered breach of contract.

The legislation also would require that officers be trained as medical caregivers and would require that all inmates be tested for the AIDS virus, hepatitis and tuberculosis.

A recent series by a Delaware newspaper called attention to high rates of inmate deaths from suicide and AIDS. It sparked the current federal civil rights investigation of medical care in Delaware prisons.
