NH inmate eats metal, sues over conditions of jail

Two federal lawsuits demonstrate how difficult it can be for New Hampshire jails to cope with mentally ill inmates.

Kevin Hall, of Keene, has destroyed heating vents and mirrors in jail cells, then used the sharp pieces of metal to cut himself. He also swallows small pieces of metal and broken pottery.

Hall has sued the Cheshire County jail, claiming staff there failed to protect him from himself and didn't get him medical care when he needed it. The county has prosecuted him for felony criminal mischief for damaging jail cells.

Authorities say Hall has a lengthy record of convictions for assault, threatening, harassment and weapons possession. His family says he is mentally ill, but has never cooperated with doctors long enough to be diagnosed and treated properly.

Hall is now at the Merrimack County jail.
