Susan Lynn Robbins, 38, "It seems like it was a planned deal, as smoothly as it went," said Maj. David Rogers, the jail commander. Robbins was not handcuffed but was wearing an orange jail-issue shirt at the time. A deputy noticed her missing after three minutes, Robbins was participating in a program that gives inmates who did not graduate from high school a chance to earn a general education development certificate. Robbins and another inmate had taken classes at the jail then joined 14 other people in taking the required test. The jail is in Officials say inmate security in such circumstances is done case by case. "We had no reason to believe she was an escape risk," Garner said. Many inmates choose the program as a good-faith gesture to reduce their time behind bars. Officials said this is the first time an inmate abused such a privilege. In eight years, 65 inmates have gone through the program. Inmates are selected after meeting certain criteria, including whether they are violent felons or have a history of trying to flee. |
