Inmate killed on I-40

STATESVILLE, NC - A 24-year-old inmate working on a crew picking up trash was killed along Interstate 40 near the Iredell-Davie county line Thursday morning.

Chaz A. Whiteside, 24, of Ohio, an inmate in the Catawba Correctional Center, was pronounced dead at the scene.

Whiteside was part of an eight-man crew cleaning along the side of I-40, said George Dudley, a public affairs officer for the N.C. Department of Correction.

Shortly before noon, Whiteside and another inmate were walking along the emergency strip just west of the Davie County line when a 2005 Ford sport utility vehicle hit Whiteside, knocking him across the guardrail, said Trooper Rodney Burleson of the N.C. State Highway Patrol.

The SUV, driven by John Patrick Higgins, 65, of Roxboro, veered into the emergency strip, striking Whiteside, who was walking closest to the highway, Burleson said. The other inmate was not hit.

“They were well clear of the flow of traffic and were wearing the orange safety vests. They were taking all of the proper precautions,” Burleson said.

Burleson said Higgins and his two passengers were distracted while looking at a map.

No charges have been filed. Burleson said he will consult with the district attorney's office, but the most likely charge against Higgins will be misdemeanor death by motor vehicle.

According to Dudley, Whiteside was sentenced to nearly six years for robbery with a dangerous weapon in July 2003.

Whiteside was convicted in Cumberland County and had transferred to the Catawba unit May 9.
