| La. juvenile, adult jail systems separated |

Gov. Kathleen Blanco said last Monday that the head of Louisiana's prisons will no longer be in charge of the system that deals with juvenile offenders, which has long been criticized for locking up too many nonviolent youths instead of focusing on rehabilitation. Blanco said she has directed Department of Corrections Secretary Richard Stalder to create a "firewall" between his agency and the Office of Youth Development, which oversees programs and facilities for young offenders. The new head of that office, whom Blanco has not yet appointed, will report to the governor. Stripping the corrections department of authority over youth prisons was recommended to Blanco by the Juvenile Justice Commission shortly before she was sworn in as governor. Giving the youth office autonomy is the first step in a long-range plan to move more young offenders out of juvenile prisons and into community-based programs that many believe will do a better job of rehabilitating delinquents. |
