A commission's idea on correcting corrections

Last week, the U.S Commission on Safety and Abuse in America's Prisons released its report Confronting Confinement. After a year of research, and hundreds of interviews and round-table discussions, the Commission also released recommendations to improve corrections and the community.

“Public safety does not end outside of prison,” says Alex Busansky, Commission Executive Director. “95 percent of those incarcerated will be released and there are 2.2 million people incarcerated today. We have a national recidivism rate of 60 percent, and a re-incarceration rate of 50 percent. We need to realize that what happens inside jails and prisons doesn't stay there; these people will be released.”

The Commission addresses issues such as violence and abuse, segregation, and accountability in its 126-page report and accompanying 30 recommendations for improvement.

“This report signifies a huge change in corrections,” says Carl Nink, Executive of the Management and Training Institute, a research center that handles corrections agencies.
“This is the first time in recent memory that such a group of people came together on such a critical public policy issue and made some bold recommendations for policy makers and corrections professionals that, if implemented, will fundamentally and positively change the face of corrections nationwide.”

The bi-partisan and diverse group of criminal justice and corrections professionals tackled issues from prisoner-on-prisoner and officer-on-prisoner violence to overcrowding, as well as handling medical care for the mentally ill, and considers Confronting Confinement a wake-up call to corrections professionals across the country.

“This report was necessary because the timing was right. There are many misconceptions about corrections and it's important to get our story out there,” says Commissioner Tim Ryan, the head of corrections in Orange County, Florida and a Commission member. “For those of us in the business who want to be professional, we have to be open to other people taking a look at us, even in a critical way. The Commission really listened to what corrections had to say and the recommendations reflect that.”

Its recommendations range from implementing direct supervision to extending inmate health care after release. Additionally, it suggested promoting productive and rehabilitative programs to reduce the instances of violence.

Violence in corrections was a very prevalent issue in the report, with members hearing testimony from inmates, officers and wardens alike. Former prisoners related stories of gang violence, beatings, and strip searches, while one former warden described “goon squads” of officers that abused prisoners.

Reducing crowded areas, using force and non-lethal weapons as a last resort, and objectively classifying offenders were further recommendations to address prison violence.

“Objective classification is a very important part of reducing violence,” says Ryan. “Over the last 20 years, everyone is starting to understand how important classification is to minimize fights and inappropriate contact. With the right classification system, you can do a good job at the front end and you won't have a problem at the back end.”

Although the Commission found a number of serious issues in corrections, it also found promising programs, practices, and people that could help change the culture of corrections across the country. For example, officials were impressed with their visit to Louisiana's Angola State Penitentiary, with 80 percent of its inmate population serving life sentences.

“You enter that facility and you expect inmates to act out because they have nothing to lose. But when I got there, I found a very calm environment. It's not a perfect place, but it was kind of amazing to see that you could change the culture of an agency with new leaders and innovative ideas; people who don't just walk in and think about retirement but instead focus on making a difference,” says Ryan.

According to Nink, many of the recommendations will increase professionalism in the field and weed out the bad seeds.

“The individuals that cannot make these adjustments have to be removed from their professions,” says Nink. “They are people corrections does not need to retain. For those that are following the rules, eliminating those that do not will make corrections stronger.”

As corrections officials across the country read the report and its recommendations, Commission members hope their hard work serves as a catalyst for change in the industry.

“The participation of people like Commissioner Tim Ryan and Commissioner Gary Maynard is a testament to this report. We knew from the beginning that for this Commission to be successful, it would take the involvement of everyone in corrections. We believe this report will be listened to and responded to by people who care about prisons in America,” says Busansky.

Bottom Line: The recommendations of the Commission provides performance-based standards that can improve corrections nationwide.
