MADISON, WI - The Wisconsin Legislature's Joint Committee on Finance has restored 45 positions in the WIDOC that had been eliminated by Gov. Jim Doyle's vetoes in the state budget passed last year. The 2005-2007 state budget passed by the Legislature included a provision to eliminate 59 unit manager and assistant unit supervisor positions in DOC, saving the taxpayers more than $8 million over the two year period. Doyle partially vetoed the provision to eliminate the requirement that unit supervisor positions be eliminated and DOC balanced its budget by eliminating 45 positions, including 27 vacant correctional officer positions and 11 vacant correctional sergeant positions. State Senator Scott Fitzgerald, R-Juneau, on Monday said, "At a time when the corrections system is overcrowded and understaffed, and many correctional officers are being forced to work costly mandatory overtime, I questioned the wisdom of eliminating more front-line staff positions. I'm glad the Finance Committee has voted to restore these jobs." Fitzgerald said he was particularly frustrated that front-line jobs were eliminated by the Doyle Administration, while the unit manager positions targeted were retained. "I'm troubled by the administration's decision to reduce front-line positions while leaving an unnecessary layer of bureaucracy intact," Fitzgerald said. "As our prison system continues to operate well over capacity, it's vital that we do all we can to ensure the safety of the men and woman who work there," he added. The total population of Wisconsin's adult correctional facilities is now more than 30 percent over capacity, he said. |
