Jail cells could see upgrade

ESCAMBIA COUNTY, FL - The Escambia County Commission will discuss renovating several county jail cells in the wake of three inmate deaths in less than a year. Commissioners scheduled a meeting for 2:30 p.m. Thursday to consider spending $625,000 for installing rubber-like material in four infirmary holding cells. Cameras also will be installed to help monitor inmates.

"I think it's going to be a big help," Sheriff Ron McNesby said. "It's not the total answer. It's just one plank in the pier."

County Judge David Ackerman recommended improving jail conditions for mentally ill inmates in his ruling following the coroner's inquest into the August jail death of Robert Boggon, 65, who was thought to have been suffering from mental illness.

McNesby said this action would help address Ackerman's concern. It's the latest step the sheriff has taken in response to the most recent inmate death. Jerry Preyer, 45, another mentally ill inmate, died this month after being stunned with a Taser during an altercation with deputies in the jail.

"I think it's a good step," Commissioner Marie Young said of the proposed cell changes.

Young is chairwoman of the Escambia County Public Safety Coordinating Committee, which was formed to look at jail overcrowding but has since begun to tackle the issue of mentally ill inmates.

"Anything that the board can do to bring some help to make the jail more compatible with its mentally ill inmates is a good start," she said.

McNesby acknowledged padding cells won't solve the entire problem. He said he still has 13 mentally ill inmates awaiting transfer to the Florida State Hospital in Chattahoochee, and 170 inmates are taking psychotropic drugs. McNesby estimates about 20 percent of the 1,700 inmates in the jail could have some form of mental illness.

McNesby said solving the problem is a communitywide issue.

"Things happen when you deal with bad situations," he said. "Sometimes it takes a bad situation to get the public's attention."
