KINGSTON, NY - Most administrative and police personnel of the Ulster County Law Enforcement Facility is expected to be finished moving and open for business Friday, although transferring inmates to the facility could take months.
The project has been dogged by numerous delays, massive cost overruns and controversy.
"I know there's been problems with the delays and the construction, but having the building ... will do so much for Ulster County," Sheriff J. Richard Bockelmann said. "We'll start seeing the benefits of this building now."
There will be a true evidence vault in the Route 32 facility and interview rooms for detectives, the sheriff said, naming two of the building's advantages.
Moving there will also save the county $110,000 a year in rent that was being paid for the sheriff's office on Schwenk Drive, said county Legislature Chairman David Donaldson, D-Kingston.
But "we're bleeding about $300,000 a month," he said, referring to the cost of running the new facility and the current jail at the same time.
Tansferring inmates to the new facility could take anywhere from two to six months. Correction officers need to be trained and the state Department of Corrections has to give its approval before any final move can be done, Donaldson said.
"They really have to know the building inside and out before we can put inmates in it," Donaldson said of the county correction officers.
The training will probably incur overtime costs and continue to drag out the saga that has been the center of Ulster politics for months now.
"Tomorrow wouldn't be soon enough," Donaldson said of the inmate transfer.
The project, originally expected to cost $71.8 million, is predicted to be more than $100 million. The largest capital project in county history is more than two years behind schedule. Delays have been blamed on everything from poor planning and unsavvy contracts to mold and bedrock.
"We inherited this mess when we came into office in January, and we've been trying to clean it up as much as we can," Donaldson said, referring to Democrats winning control of county government last year for the first time in decades.
Cleaning up the mess won't end once the facility is completely open, said Legislator Richard Gerentine, R-Marlborough, former Legislature chairman and member of its Law Enforcement Center Project Committee.
"We as a county are going to pursue our options in the court to recoup some of the costs," he said.
The investigation of the project has been revealing, said county Legislator Richard Parete, D-Accord.
"It was a project that was doomed to fail from day one," said Parete, chairman of committee. "But right now I just feel that the public just wants to get this open."
