| Gov. vetoes mental health bill |

PROVIDENCE, RI Rhode Island Governor Carcieri has vetoed a bill giving the state's mental health advocate the power to petition to have mentally ill inmates transferred from prison. The bill would have let H. Reed Cosper, the state's mental health advocate, ask a judge to move mentally ill prisoners to the Department of Mental Health, Retardation and Hospitals for treatment. Carcieri says the bill could have resulted in inmates being transferred against their will. The Department of Mental Health now has to ask for inmates to be transferred. Cosper says this never happens and many mentally ill prisoners don't get the care they need. The Department of Corrections also can petition for an inmate to be transferred for mental health care. |
