Corrections budget approved

GIRARD, KS - The Crawford County Commission approved the Community Corrections budget for fiscal year 2007.

At Tuesday's regularly scheduled meeting, Mike Wilson, administrative director of the 11th Judicial District Community Corrections, presented the budget for the judicial center located at 602 N. Locust in Pittsburg.

"We are 100 percent funded by the state of Kansas," Wilson said. "It does not require and we are not requesting county funding. But it does require county commission approval."

The dollar allocation for community corrections programs is determined by the average daily population of the program. It receives the total amount of its grant funds, then a budget is developed and submitted to the county before being sent to the Kansas Department of Corrections for approval.

The budget contains salaries for seven full-time employees and three part-time employees totaling $336,292.57.

The budget includes $16,128 in administrative services, which includes travel, training, equipment, postage, utilities, rent and other administrative needs.
It has an Adult Intensive Supervision Program (AISP) budget of $56,272.42, which includes travel, training, equipment, drug testing supplies and services, substance abuse evaluations, sex offender evaluations and treatment, GED materials, electronic monitoring and surveillance services and other AISP needs.

The total corrections budget for 2007 is $408,692.99, which is a $20,650.98 increase over the 2006 budget.

The Commission authorized Tim Gintner, president of Rural Water District No. 1, to proceed with the application of a $300,00 Community Development Block Grant (CDBG) to replace water lines in the district.

Some of the lines in the district, which covers 86 1/2 miles from Frontenac to just south of Arma and from U.S. 69 highway to just inside the state of Missouri and has 220 customers, are almost 50 years-old.

The county is allowed two CDBG grants at one time. The completion of the Sewer District No. 4 (Farlington) CDBG allows the county to apply for two grants.

Commissioner Jim Emerson said the commission couldn't approve anything before a public hearing, but did give the go-ahead for Gintner to continue working with a grant writer and an engineer on the project.
