Inmates swelter at city jail

RICHMOND, VA - In Richmond City Jail, they say even the walls sweat.

Temperatures in the city's aging, overcrowded jail ran a degree or two hotter than outdoors, as the mercury climbed toward its afternoon high of 99 degrees.

And as air started cooling in the evening, the sun-baked concrete block walls radiated the heat they had absorbed through the day.

"This place is kind of like a Dutch oven," said Sheriff's Office Maj. Wallace W. Vickery. "Heats up the outside during the day, and inside all night."

Many inmates stripped down to their underwear yesterday. Few bothered with shirts. Showers ran much of the day, adding to the humidity, so the moist air felt hard to breathe and was thick with the smell of sweat and unwashed clothing. Read more.
