Most facilities and procedures are designed for the male majority and then we say we hope it works for the women too.”
So, Carr and her team set aside the male model and introduced an approach exclusively for women when Camino Nuevo, which means new trail,' opened July 14 and accepted 91 female offenders.
“When we were thinking about double-bunking, our bunks were even a little shorter in height to make it easier for the women to get up,” she says. “We also focused on family reunification, and we created overnight stays and homework nights for moms and their kids.”
Even the move to Camino Nuevo's location in Albuquerque provided a positive impact for inmates because they were now closer to family.
“People think that on visiting day women have an overflow of visitors, but the opposite is true. They rarely get visits,” explains Carr. “When a man is locked up, the wife takes the children for a visit, but when a woman is locked up there is usually no man around.”
This often leaves Grandma or a sister to take the long, unfamiliar drive to the facility. Since most offender families live in Albuquerque, the new location has prompted more visits.
“A lot of offenders are receiving visits that they never had before, and it is calmer here because the inmates feel more understood,” she adds.
Procedures have been changed too. During a pat down search, when a male approach is applied to women, for example, it could lead to violence. Since many women offenders have been sexually and/or physically abused, they are extremely sensitive to being touched. So, pat searches for them should be different.
Communication is another area that needs to be addressed differently because it is a vital part to a woman's environment.
“We live in a world of words. Women like to talk. I go into the prison and a woman will tell me her story. So they need an outlet,” she adds.
Carr has seen many women struggle with drugs, especially methamphetamine, and as a result, more and more of them are returning to prison. This is why she thinks a judge's “get-out-of-jail-free” approach is not as effective as one might think.
“Women tend to get numerous opportunities. The judge will say because you have three children I am not going to send you to prison.' They think that they're giving them an opportunity,” she explains. “But an opportunity with no way of correcting the behavior is really not an opportunity. When we give chances, we need to give assistance too.”
The new center's therapeutic community also has unique programs like cosmetology and parenting skills. And they have started planning a work-release program.
“It's usually popular among men but not women. Inmates make very good employees. They are always at work on time, rarely call in sick. Employers like that reliability. And the women are hoping they can go out into the community and keep a job after their release.”
Carr says food service manufacturers have already expressed an interest in employing the Camino minimum-security offenders.
Prior to the new program, Camino Nuevo was a high-security, juvenile detention center run by the state's Children Youth and Families department.
“We were outgrowing our women's facility so this was perfect because it was already constructed and available,” says Carr.
Physical changes to the building were minimal, which it made it a perfect fit when Carr's inmates had to be moved because of overcrowding issues. The biggest project required building a ten foot wall to comply with site and sound issues related to the adjacent juvenile facility.
According to Carr, Corrections Corporation of America was chosen to operate Camino Nuevo because of its sensitivity to women offender issues.
“It was a smooth transition because of our familiarity with the needs and scope of programming for these women,” says CCA spokesperson, Steve Owen. CCA also operates the New Mexico Women's Correctional Facility in Grants, which is the state's only other female center.
Carr says her knew knowledge about female-centric programs, along with the facility's success, stemmed from training she and her team received while attending a National Institute of Corrections program prior to the facility's opening.
“We had been hearing a lot about gender specific and gender responsive programs. I though the NIC offered a great opportunity to learn more about this, so we postponed our opening to do the training first,” she explains.
Carr hopes her colleagues nationwide recognize that any approach to women offenders must recognize their unique qualities. “I came back from training with my eyes were so wide open. My attitude was different about the women,” she says, “I hope others will increase their knowledge and understanding of why and how women are in prison.”
Camino Nuevo will eventually house 192 inmates. The new facility's warden, Barbara Wagner, has 37 years in corrections, with 20 of those working with women.
