A federal appeals court has affirmed a lower court ruling that the District of Columbia Jail no longer needs court supervision. The ruling by the U.S. Court of Appeals for the District of Columbia moves the jail a step closer to emerging from federal oversight that has lasted more than 30 years. "This is a very important ruling for this agency," said Department of Corrections Director Odie Washington. "We are successful based on the merits of our long standing efforts to improve conditions at the D.C. Jail." The U.S. District Court court ruled in March 2003 to end its 32-year court ordered oversight of the jail. The D.C. office of the Corporation Counsel argued for removal of the oversight, citing improved environmental and safety conditions. The appeals court agreed saying the inmates and others who wanted to continue oversight failed to prove a "current and ongoing violation as required by federal law." |
