LEBANON COUNTY, PA - An uprising in two cell blocks at the Lebanon County Correctional Facility has been met with a stern response from prison administrators. Water restrictions have been placed on cell blocks 1 and 2 after inmates there clogged toilets and caused flooding over the weekend, Warden Robert Karnes said.
