OTTAWA, CANADA - The Correctional Service of Canada is crafting an anti-bullying strategy to stem the tide of "muscling" by tough female convicts. The plan comes in the wake of an inspection by U.K. experts who found rampant psychological intimidation, harassment, racial abuse and physical threats in two federal institutions for women. While new inmates are most vulnerable to bullying, the report by Her Majesty's Inspectorate of Prisons for England and Wales revealed nearly half of all inmates at Nova and Grand Valley pens faced aggression over food, catering arrangements, debt and race. Inspectors found some inmates deliberately misbehaved to find sanctuary in solitary confinement. In its recent response and action plan, the Correctional Service of Canada said the rise in bullying is an "unintended result" of the less-restrictive design of new institutions aiming to empower women prisoners and boost personal responsibility.
