SOUTH AFRICA - The state has at last filed an affidavit with the Durban High Court on its intervention plan designed to cater to HIV-positive prisoners in Durban Westville Prison. The filing, on Friday, follows the court's judgment late last month in which Judge Chris Nicholson criticised government's failure to respect court orders, which he called a threat to the constitution, which could force forced judges to consider whether they could continue serving on the bench. The plan outlined various efforts, either already undertaken, or to be done by the correctional services department. The health and home affairs departments were to remove various factors that were inhibiting progress in the provision of antiretroviral therapy to prisoners with a CD4 count of less than 200. The CD4 count is a measure of the body's immune system strength. Government policy is to provide free antiretrovirals to people with a CD4 count of 200 or less. Read more.
