FORT WAYNE, IN - Lawyers for a man held in Allen County jail last month filed suit Monday against Allen County Sheriff James Herman and a corrections officer identified only by his last name. Devin W. Murtaugh was not adequately protected on or about Feb. 20, when the complaint says Contrell Phoenix used a cast on his right arm to hit Murtaugh on the right and left sides of his jaw. Murtaugh sustained a broken left jaw and was taken to St. Joseph Hospital for treatment. He had his jaw wired shut for eight weeks, according to the complaint. Read more.
