Inmate programs may restart next week

ELYRIA, OH - Programs at the county jail designed to help inmates could resume next week after being suspended last month because of record overcrowding. Safety became a serious concern when the jail population hit 554 inmates on Aug. 21, said Lt. Jack Hammond.

“That's when we sat down and said this is bizarre,” he said. “It's better to act than not act. It was a safety measure. We had to focus on the inmates.”

GED classes, ministry groups, drug rehabilitation sessions and Alcoholics Anonymous meetings were all stopped.

“We probably will be able to resume everything next week,” Hammond said. “We'll probably make a decision Friday.”

Although the jail remains well above its maximum capacity of 422, Hammond said the 515 inmates currently incarcerated aren't overwhelming jail staff and resources and safety is not being compromised.

Charles Bailey, chief of the Bureau of Adult Detention for the Ohio Department of Rehabilitation and Corrections, said three problems came up at the county jail during a July 27 inspection — not enough dormitory space, overcrowded day rooms and not enough proper seating for prisoners in common areas.
