| Commissioner eyes recidivism rates |

MONTGOMERY, AL - When Mr. Average Citizen sees a prison system inmate on the street, he may gaze first at a face he connects with crime. When Decatur native and state Corrections Commissioner Richard Allen looks at the same face, he may see a person who committed a crime, but he also sees a reason to hope. On the job since Feb. 15, Allen sees work-release and community work camp inmates as people with possibilities, and he sees facilities like the Decatur Community-Based Facility as places that help keep that hope alive. Allen said such facilities increase the likelihood that the inmates who come to the Decatur site will learn job skills, behavior modification and education to keep them from returning to the overcrowded state system once they complete their sentences. Weeks after Gov. Bob Riley appointed Allen, the new commissioner was in a Montgomery courtroom threatened with jail time if he did not find a way to move state prisoners out of county jails then crowded with state prisoners.
