| Officials see pattern among inmates |

ROCK COUNTY, WI - Their names are familiar to cops, prosecutors, judges, probation officers and regular readers of the Janesville Gazette's Public Record reports. They are scofflaws and career petty criminals, the people who keep repeating crimes and who regularly pass their criminal behavior on to their children. They are the "frequent fliers" who take up most of the beds at the Rock County Jail and most of the hearing dates at the courthouse. A common refrain heard at a national Safe Schools Program training session in Virginia was "moving five families out of the county could reduce 80 percent of the crime," District Attorney David O'Leary said. Deputy Chief David Moore of the Janesville Police Department said: "Criminologists will tell you that 6 percent of the criminals in America commit 70 percent of the crime.
