| Tilton named California Secretary |

Governor Schwarzenegger named James E. Tilton the California Department of Corrections and Rehabilitation (CDCR) Secretary on September 13, 2006. Tilton began service last April as acting secretary. Tilton's public service career began in 1976 when he became a budget analyst for the state's finance department. From 1980 to 1985 he was Director of Expenditure Forecasting for the Commission on State Finance. He joined the CDCR in 1985 as its Deputy Director for Administrative Services. In 1998 he oversaw peace officer selection and personnel, training, budget, offender information, and environmental health and safety for the CDCR. He also served as chair of the Correctional Peace Officer Standards and Training Commission. After that he was named Assistant Program Budget Manager for the Capital Outlay Unit, and Executive Secretary to the State Public Works Board for the Finance Department, a position he held until 2003. Tilton was promoted in 2003 to the finance department's Program Budget Manager, which he held until being named CDCR Acting Secretary. Tilton earned a Bachelor of Science degree from Sacramento State University. |
