COWLITZ COUNTY, WA - Defense attorneys can't fathom why Cowlitz County would build a jail designed to hold more inmates but equip it with fewer private booths for those inmates to confer with attorneys. And on top of that, the booths weren't even soundproof. While an acoustical engineer has been working to fix the sound problem, the area's 15 defense attorneys have been scheduling time at the single available booth in the jail's unused courtroom.
