Oregon Department of Corrections Director Max Williams selected Sharon Blacketter to be the first superintendent of Deer Ridge Correctional Institution , the state's newest prison. Blacketter is currently superintendent of Pendleton's Eastern Oregon Correctional Institution. Kevin Hormann, current administrator for the ORDOC's Intake Center, will serve as DRCI's assistant superintendent of transitional services. "We are delighted that these two talented and capable corrections professionals agreed to lead the DRCI team," Williams said. "They will bring not only expertise in public safety, but also a strong sense of community spirit and involvement." Before a corrections career that began in 1991 at Snake River Correctional Institution, Blacketter was an administrator for 12 years at the Ontario School District. She eventually became Snake River's assistant superintendent of General Services. In 2003, she became Shutter Creek Correctional Institution's superintendent and then was Eastern Oregon Correctional Institution's superintendent later that year. Her experience includes a broad range of corrections-related disciplines including counseling, work programs, training, cognitive programs, physical plant management, budgeting and security. Blacketter holds numerous certifications from the National Institute of Corrections and from the Oregon Department of Public Safety Standards and Training. Hormann joined the ORDOC in 1990 as the Columbia River Correctional Institution's alcohol and drug program coordinator. In 1998, he began a series of assignments managing substance abuse and mental health treatment programs for male and female inmates at the Columbia River and Coffee Creek facilities. In 2003, he became administrator for Coffee Creek's intake center. Hormann was a volunteer emergency medical technician with the Sheridan Fire District for five years and served six years as a pastor for congregations in Salem and Sheridan. He holds a Master's of Divinity degree from Concordia Seminary-In-Exile, St. Louis, Missouri, and a Bachelor's degree from Concordia Senior College, Ft. Wayne, Indiana. Deer Ridge Correctional Institution is a 644-bed men's minimum-security facility on 453 acres. Most of it will be completed this December and will have about 200-250 employees. A 1,240-bed medium facility is to be completed in December 2007, and will include areas for inmate housing, work, education, administration and other related functions and programs. Approximately 212 minimum-security beds will be dedicated treatment beds. Both facilities are projected to employ a total of about 400 to 500 employees, with an annual payroll of $6-8 million for the minimum facility, and an estimated annual payroll of $22 million for the medium facility. |
