The head of Denver's sheriffs department says one deputy has been disciplined and another may be disciplined for the way they dealt with a disabled inmate. One deputy was caught on tape appearing to splash toilet water onto the man's face. The inmate said it was the most repulsive thing he's ever been through. Denver police arrested Tyler Hawkins about 5 months ago. That was nothing new. Hawkins has been arrested many times. But what was unusual is what happened to the 35-year-old man in a police holding cell. Tyler Hawkins is animated, and angry, when he talks about the events of last Sept. 20. Denver police arrested him on felony car theft charges. He was transported to the police department's District 4 substation in southwest Denver and put in a holding cell for about 2 hours until sheriff's deputies could transport him to a county lockup. A videocamera showed two sheriffs deputies arriving and attempting to remove Hawkins from the cell. When the one-legged man fell to the floor, one deputy appeared to dip his gloved hand into the cell's toilet, and then appears to splash the toilet water in Hawkins' face. The man who oversees Denver's jails, Fred Oliva, said he has watched the tape a couple of times and said there's reason to believe the deputy acted inappropriately by splashing toilet water on Hawkins' face. Oliva said another deputy was reprimanded for carrying the disabled man by handcuffs. Oliva said that's not how deputies are trained. Hawkins said he knows the story well enough to file a lawsuit against the sheriff's department and Denver police. Hawkins claims that at other points during his arrest, he was physically abused. |
