| Inmate tally rises, but incidents decline |

MORRIS TOWNSHIP, NJ - Despite a "very high"inmate population of 380 at the Morris County jail, the facility has seen a declining number of "use of force" by guards on inmates incidents, county Sheriff Edward Rochford said Tuesday. In addition, thanks to a change in 2004 when the jail's administration jettisoned a private health services company and began providing inmate health care with its own staff, operating costs have been stable for three years, he said.
