Outside experts, law enforcement officials and former political leaders will began meeting last week to review the 15-day standoff at Arizona State Prison Complex-Lewis in which two inmates held two corrections officers hostage. Gov. Janet Napolitano announced last Tuesday the appointment of two panels that will review the standoff that lasted from Jan. 18 through Feb. 1. Led by her Chief of Staff Dennis Burke, former Attorney General Grant Woods and former state senator and Department of Water Resources director Herb Guenther, the panels will recommend changes to prison policies, safety procedures, staff training and other issues. "I want to know what happened from the moment this incident began," Napolitano said in a statement. "We need to know how the prisoners took control of the tower, and frankly, we need to know precisely where and how errors occurred." A three-person administrative review panel, consisting of law enforcement and corrections officials, will reconstruct the events of the incident. A larger "blue ribbon" panel that includes several outside experts will examine the prison system more broadly and recommend changes in a preliminary report due March 4. Woods, a Republican, said he is confident the panel will remain objective. |
