BIG SPRING, TX - Opponents of a proposed jail bond, including County Judge candidate Mark Barr, feel possible closure to the current facility is irrelevant in referendum argument. Mark Barr, candidate for Howard County Judge, announced during a public forum about a jail bond proposal that the Howard County jail is in danger of being closed by the state if the facility's smoke evacuation system is not operable by Nov. 17.
