| Senators urge KBI investigations of inmate deaths |

Two senators introduced a bill Feb. 6 requiring the Kansas Bureau of Investigation to investigate the deaths of anyone held in state prisons and jails. The measure would require that the KBI make its findings available to the chairmen of the House and Senate Judiciary committees. The findings also would become open records. Sens. Derek Schmidt, R-Independence, and Anthony Hensley, D-Topeka, sponsored the bill, which was sought by Topeka civil rights advocate Sonny Scroggins. Currently, deaths in prisons and jails are investigated by local agencies, with the KBI available to assist. Scroggins said an outside agency's investigation of all circumstances surrounding such a death would promote public trust in law enforcement. Scroggins said he would like to see Kansas join states such as Nebraska that convene grand juries to review inmate deaths. Inmate death review is SB 469. |
