| Judge: No restraints on inmates |

DETROIT, MI - A federal judge on Monday ordered Michigan prison officials to end the use of in-cell, nonmedical mechanical restraints on prisoners following the Aug. 6 death of an inmate who had spent four days in an isolation cell. After hearing arguments from physicians and civil rights attorneys, U.S. District Judge Richard Enslen issued a preliminary injunction and found that the restraints contributed to the death of Timothy Joe Souders, 21, who was serving one to four years at the Jackson prison complex for assault and resisting arrest when he was placed in an isolation cell because of unruly behavior.
