WILKES BARRE, PA - Luzerne County commissioners on Wednesday approved two contracts dealing with the county's overcrowded prison. A $208,511 contract with Apollo/Quandel LLC is for pre-construction management services for a new county prison. The commissioners have not approved a plan for a new prison, which could cost more than $70 million, but they started the process in April by hiring L.
