SACRAMENTO, CA - The federal receiver in charge of inmate health care in California prisons said Thursday that he is considering using six existing prisons as sites for new regional medical and mental health facilities. Robert Sillen is working with the state Department of Finance to borrow at least $1 billion for the 10,000 treatment beds after state lawmakers balked at a prison-building plan during a special session this fall.
