CONCORD, NH - Corrections Commissioner William Wrenn told a state budget panel yesterday he will need extra money to prepare for an expected increase in dangerous psychiatric patients. Overall, he proposed a two-year budget that increases spending on prison programs by 25 percent, to $118 million in the next fiscal year and by 28 percent, to $122 million, in fiscal 2008. Read more.
