SAN FRANCISCO, CA - New York City is now one of the safest big cities in America. It didn't get that way by incarcerating people in ever greater numbers, along the lines of what California and almost every other state has done.

The number of inmates in New York City prisons like Rikers Island plummeted from 21,449 in 1993 to 14,129 in November. Statewide, the prison population has dropped from 66,750 in 1995 to 63,596 today -- a 5 percent decline.

During the same period, California's state prison population increased from 135,133 in 1995 to 171,911 on over the same period -- and continues to rise. Read more.
