| Inmate phone plan challenged |

LITTLE ROCK, AR - An agreement with an Alabama company to provide telephone service for the Arkansas Department of Correction has temporarily been blocked, a move that prison advocates hailed because it could reduce the cost of collect calls for inmates. The state initially awarded the phone service contract to Mobile, Ala.-based Global Tel-Link. Under the proposed agreement, the Correction Department would receive more than $2 million for its share of collect calls from inmates. Read more.
