SPRINGFIELD, IL - Most people turn to a meteorologist to gauge the impact of nasty weather. But at the Illinois Department of Corrections, Mike McKinney has a different way of determining how a bad storm has affected the state. McKinney, assistant warden at Jacksonville Correctional Center, is in charge of dispatching inmate work crews to help clean up debris in areas that have been hit by tornadoes, ice storms and floods.
