Panel advances inmate labor bill

LITTLE ROCK, AR - The House Judiciary Committee advanced a measure today that would change the way prisons treat pregnant inmates in labor. Under the measure, prison officials could only restrain pregnant inmates with straps, rather than handcuffs or chains.
