LITTLE ROCK, AR - The House Judiciary Committee advanced a measure today that would change the way prisons treat pregnant inmates in labor. Under the measure, prison officials could only restrain pregnant inmates with straps, rather than handcuffs or chains. Prison officials say they no longer use handcuffs or chains on inmates in labor.
