RICHMOND, VA - A House of Delegates panel endorsed one bill Monday that could give inmates the opportunity to pursue college degrees online and another aimed at teaching students about the dangers of domestic violence. Del. Phil Hamilton, R-Newport News, sponsored the bill that would allow the Virginia Department of Correctional Education to look into Web options because correspondence courses have moved online.
