OTTAWA, CANADA - An internal government report on the merits of running tattoo parlours in federal prisons contradicts assertions by Public Safety Minister Stockwell Day that the fledgling program was cancelled because it wasn't working. Day killed the program in December, citing an internal evaluation that showed giving tattoos to prisoners to cut down on illicit tattooing and infectious diseases ''is not an efficient use of taxpayer dollars.''
