CHARLESTON, WV - When corrections officers demonstrated at the Northern Regional Jail in Moundsville Jan. 22, some onlookers had a hard time believing their claims of low pay. But the officers were correct: West Virginia spends more to house one inmate in a correctional facility for one year than it does paying an officer charged with maintaining the peace within that prison.
